Service Charge Administration Assistant


Job Title: Service Charge Assistant

Department: Finance

Location: Birchwood, Warrington

Salary: £18,500 FTE (pro-rata – £10,278)

Hours: Part Time, 20 hours per week (these hours will potentially rise as new Service Charge Sites are taken on)

Reports to: Subsidiary and Service Charge Accountant

Reporting to the Subsidiary and Service Charge Accountant the Service Charge Assistant is responsible for:

• Ensuring all Service Charge data is correct;
• Ensuring Service Charge customers/residents are communicated with efficiently;
• Ensuring customers/residents queries are dealt with;
• Providing day to day accounting support and administration.

By delivering an excellent level of service to colleagues and to The Trust as a whole, the Service Charge Assistant will support the delivery of the Service Charge model and the objectives of the Finance team.

The role requires liaison, internally, with all departments within The Land Trust and externally with customers, developers and third party suppliers.

Roles & Responsibilities

Service Charges

  • First point of contact for Service Charge customers/residents
  • Maintain Service Charge records & databases
  • Dealing with customer queries by telephone, social media, email and in writing
  • Taking and processing Service Charge payments
  • Processing Direct Debit requests
  • Assisting with Direct Debit reconciliations
  • Setting up new Service Charge customers
  • Organising and co-ordinating Service Charge mail outs
  • Attendance at Service Charge customers meeting
  • Dealing with Customer complaints and compliments
  • Review, update and create welcome pack documents for Service Charge sites
  • Reviewing and updating the MyLandTrust Customers portal
  • Assisting with Land Registry searches


• Liaising with other departments within the Trust
• Providing assistance re ad hoc queries from other members of The Land Trust team
• Assist in other administrative matters as required

Person Specification

Experience and Knowledge

Estates & Community Officer (South & West)


Job Title:        Estates & Community Officer (South & West)

Reports To:   Estates Manager South & West

Salary:             £28,000-£30,000 depending on experience

Terms:             Permanent 36 hours p/w

Location:        Bordon & Aldershot offices


The Land Trust owns and manages a portfolio of approx. 70 sites (2,500 hectares of land) by working with a wide range of public and private sector landholders, including large scale landowners, housing developers, landfill operators, local authorities and mining companies. We help landowners who, for a variety of reasons, want to pass on responsibility (or liability) for the management of sites, public open space or new green infrastructure and find bespoke long-term funding solutions for land, which was otherwise considered to be a liability. These solutions can include service charges, section 106 or endowment, or a cocktail of funding sources. Our current endowment portfolio of over £170m provides the financial resources to ensure that our endowed sites are managed to a good standard and contribute to the wellbeing of the communities by which they are surrounded.

Our primary aim is the successful delivery of our five charitable objectives: environmental improvement, community cohesion, health improvement, education, and economic benefit. We work with local partners, called Managing Partners, such as Groundwork, the Wildlife Trusts and The Conservation Volunteers, to manage sites on the ground and liaise with communities.


The Land Trust is in an exciting period of development, with a growing number of sites coming under management and is now seeking to appoint an Estates & Community Officer (South & West) to help deliver an ambitious, community focused, programme of growth in our South & West Region.


The Estates & Community Officer (South & West) will work closely with the Estates Manager South & West to manage our existing and emerging sites. This exciting new post will involve close working with Land Trust colleagues, managing partners other partners and external stakeholders across the South and West. The post holder’s time will be focused (0.6FTE) on the prestigious residential developments at Prince Philip Park, Bordon and (0.4FTE) at Wellesley, Aldershot and a number of local Suitable Alternative Natural Greenspaces (SANGs), to maximise the economic, environmental and social value which can be delivered from these green spaces. The role also involves assisting with bringing into management an increasing number of new sites, including those based on service charge, in addition to managing an existing portfolio of sites.


The role will involve a significant element of customer focus on sites funded via service charge paid by the owners of homes within the associated developments. A key responsibility will be to ensure that the residents receive good customer service and information regarding the spaces we manage and feel fully engaged with the green space where they pay for its maintenance.
The post holder will assist in ensuring that the Trust’s sites are managed to a high standard by delivering good and efficient contractor management and maximising the Charitable Impacts for local communities.

Key responsibilities of the role are to ensure that the partners/contractors who are responsible for the day to day management of our sites are delivering as efficiently as possible. The post holder will also work with the Fundraising Team and partners to ensure projects which are grant funded are delivered. Commercial revenue generating opportunities should be identified and delivered wherever appropriate. Close working with the Communications team will be essential in ensuring the sites are promoted and marketed effectively.

The post holder will also help to champion the impact well maintained open spaces have in the creation and development of sustainable communities and more generally will assist in promoting the Trust.

1 Prince Philip Park Operations

1.1 Act as a point of contact for business partners including; Whitehill and Bordon Regeneration Company (WBRC), Defence Infrastructure Organisation (DIO), East Hants District Council, Whitehill Town Council, Resident Management Companies (RMCs), third party house builders and contractors, and Service Charge customers on Prince Philip Park (PPP), raising matters with the Estates Managers as required and maintaining a high standard of site management and customer relationships across PPP.
1.2 Act as a point of contact for appointed managing partners/agents, discussing and putting into practice actions as required with the Estates Managers.
1.3 Deliver the Strategic Open Space components of the Estate Management
1.4 Help to coordinate the monitoring and management of partner/agent/RMC performance against agreed KPIs including charitable impact, site management, nature conservation, community engagement and Health and Safety. This will be done through regular inspections, review meetings and reports.
1.5 Ensure managing partner/agents maintain sites to agreed service levels and within budgets
1.6 Support the Estates Managers in the process of negotiating and agreeing annual budgets with managing agents, and in monitoring expenditure during the course of the year, including the processing of quarterly reports, claims and invoices.
1.7 Support the Estates Manager in the process of reporting on progress and spend to the Strategic Greenspace Project Group (SGPG)
1.8 Working with the Fundraising team and Estates Managers, to ensure that external grant funding opportunities are identified, applied for as appropriate, and secured to maximise the benefits and add value to PPP.
1.9 Assist in the promotion, negotiation and documentation of appropriate commercial activities on PPP.
1.10 Work with SGPG, Estates Managers, managing partners/agents, RMCs, stakeholders to ensure all planning, environmental and other statutory or other land ownership / lease conditions are complied with and respond to issues as they arise on PPP including unauthorised use, unforeseen events, accidents and complaints.
1.11 Assist in the management of consultants and contractors to complement and support the work of managing partners/agents.
1.12 Maintain the necessary administrative systems to ensure effective site management and monitoring and the delivery of the SGPG
1.13 Ensuring that all works that take place on site do so with due regard to current H&S legislation and that the green space is managed to ensure the safety of all who use it
1.14 To set annual KPIs to deliver the Trust’s charitable objectives and monitor performance of targets and outcomes.

2 Future Phases of Prince Philip Park
2.1 Review and contribute to site design proposals for future phases, including where possible, review of individual plot purchases Reserved Matter applications. Act as liaison with site infrastructure developments in advance of receiving management responsibilities.
2.2 Provide advice and guidance on the selection and appointment of managing partners/agents and contractors, including the review and approval of management agreements.
2.3 Review and comment on management plans for future phases.
2.4 Provide a ‘clerk of works’ role to help oversee the landscaping contracts to ensure that specifications are adhered to and quality is kept high
2.5 Sign off each phase of land to be managed by the Land Trust
2.6 Monitor the aftercare of the landscaping contract to ensure that quality is maintained and new planting is cared for appropriately

3 Support the Strategic Greenspace Project Group and Executive Team in Promoting the Land Trust and Prince Philip Park

3.1 Champion the role that well maintained open spaces have in the creation and development of sustainable communities around PPP.
3.2 Ensure that Trust policies are promoted and implemented as part of site management including Stakeholder and Community Engagement Strategies.
3.3 Identify and recommend new project, partnership and networking opportunities
3.4 Identify opportunities to promote any best practice with the coordination of Awards applications across LT’s five charitable objectives, as we start to deliver onsite

4 Community Engagement

4.1 Working with the Communications team, Estates Managers, SGPG and relevant Stakeholders, to ensure that PPP and its activities are effectively and appropriately promoted, liaising with managing partners/agents to maximise opportunities. Work with the Land Trust Communications Team to deliver a Community Engagement Strategy.
4.2 Supporting the development of community groups including; friends of groups, resident associations, steering group and arrange cyclical meetings at appropriate times
4.3 Establish regular ‘drop in sessions’ for new residents to meet the Trust and discuss PPP strategic green spaces management and the service charge
4.4 Engage with the variety of user groups from new and existing residents to determine how their needs can be met by the open space delivered at PPP e.g. forest schools for local schools,
4.5 Establish and deliver a ‘Community Events Programme’
4.6 Establish an annual ‘Residents Survey’ and report back on these findings to interested third parties
4.7 Ensure all relevant Trust policies and procedures are adhered to e.g. Health and Safety, Procurement, IT etc.

5 Other Duties

Essential Skills:

• Relevant professional qualification

Essential Experience:

• A minimum of 3 years’ experience in managing parks, woodlands, nature reserves and other open spaces for public benefit
• Experience in dealing with the public in a customer facing role (not necessarily in a landscape management role)
• Developing, implementing and monitoring management agreements, landscape management plans and management contracts
• Experience of working with a range of partners in the management of sites including public, private and voluntary sector organisations
• Experience of setting up and running landscape management contracts

Desirable Experience:

• Experience in the design and development of new areas of open space
• Experience in the management of sites funded through service charges

• The post will be based at Bordon and Aldershot, with frequent travel to other Land Trust offices and sites as required
• This position requires the post holder to act flexibly and undertake other duties and responsibilities commensurate with the post as discussed with the Estates Manager South & West
